It depends on what you are looking for. If you are on a budget and want to get the biggest bang for your money, the best diamond clarity grade for you is VS2 or SI1. As long as you have eyeballed the diamond and it is eyeclean, there’s really nothing to be worried about.

Round Cut Diamonds: For Round Cut diamonds under 1 Carat, a VS2 or SI1 clarity grade will give you an eye-clean diamond (sometimes even SI2 doesn’t have visible inclusions). For Round Cut diamonds 1 carat or over, a VS1 or VS2 will give you an eye-clean stone.

The GIA scale classifies diamond clarity into 11 different grades, but in general they fall under these main categories: Flawless diamonds (FL) with no blemishes or inclusions (flaws). Internally Flawless (IF) diamonds with no inclusions and blemishes only recognizable to trained experts under magnification.

Technically, flawless (FL) is the best clarity of a diamond because it means the diamond does not have any inclusions or blemishes, even under 10x magnification. But, just because this is the highest grade that a diamond can receive on the clarity scale does not mean it is the best choice if you are shopping for a diamond.

Any diamond with FL, IF, VVS1, VVS2, and VS1 clarity grades are guaranteed eye-clean. This means that all these clarity grades will look just the same to the naked eye: perfectly clean as though there were no flaws at all! In other words, the more you go up the in clarity, the cleaner the diamond will be under 10x magnification.
